Rakoto Andrianirina Fetison, national president of the RDS, says a national conference should precede the drafting of a new Constitution and the referendum. He wants its conclusions to serve as the basis for institutional reform before the presidential election, according to NewsMada.

Rakoto Andrianirina Fetison, national president of the RDS, a Malagasy political party, is calling for a national conference to be held before the constitutional referendum and for its conclusions to serve as the basis for defining the system of governance and a new Constitution. He spoke after the decision by the HCC, Madagascar's High Constitutional Court, authorising the referendum to be held before the presidential election, NewsMada reports.

Fetison proposes a timetable beginning with the national conference and publication of its conclusions, followed by the drafting of a new Constitution and implementation of the legal steps defined by the HCC before the National Assembly. The process would continue with a referendum or a constituent election before ending with the presidential election, according to NewsMada.

The position comes after the HCC ruled that a constitutional referendum could be organised before the presidential election, on 5 November. The possibility of a constitutional referendum before the presidential election was reported on that date.
