Djibouti recovered 40% of the infrastructure of the Heron Islet naval base on Monday, handed back by France to the Djiboutian Armed Forces, reports the Djiboutian Information Agency (ADI). Acting Defence Minister Omar Abdi Said received the keys to the facilities from France’s ambassador, Jérôme Bresson, at a ceremony at the armed forces’ general headquarters.
On the occasion, the two countries signed a financing agreement for an infrastructure project intended to strengthen the operational capabilities of the Djiboutian army. The handover follows technical studies jointly conducted by the French forces stationed in Djibouti and the Djiboutian army, in accordance with the defence cooperation treaty between the two countries.
The treaty was signed on 24 July 2024. A first strategic dialogue was held on 11 June 2026 and led to the preparation of a two-year partnership plan covering the period 2026-2028, according to the ADI.
