TERRA BÉNIN and PPMEC II programmes are to accelerate cadastral coverage in Benin, with 1.5 million plots to be registered and at least one million certificates issued. Deployed between 2026 and 2031 in several municipalities, they are also to improve the reliability of land data and strengthen institutions, according to ANDF.

Benin launched two programmes on Friday 6 November 2026 in Cotonou aimed at accelerating the rollout of the national cadastre: TERRA BÉNIN plans to register 1.5 million plots and issue at least one million Certificates of Registration in the Cadastre (CEC), 24h au Bénin reports.

Planned in two five-year phases, TERRA BÉNIN will first operate in 14 municipalities before expanding to 30 others. The programme is also intended to improve the reliability of land data, enhance the e-Foncier Bénin platform and formalise usage rights.

The National Cadastre Scaling-up Preparation Project (PPMEC II), planned from 2026 to 2031, will cover 12 municipalities. By its completion, nine municipalities, including Cotonou, Porto-Novo and Parakou, are expected to have full cadastral coverage, while data for 71 districts are to be covered and updated.

Xavier Zola, director general of the National Agency for Land and Property, said the two programmes should consolidate the progress made. The World Bank's resident representative in Benin, Karine Bachongy, set the goal of an operational cadastre across the entire country, with land mapping, identification of rights holders and lasting registration of land transactions.
