Djibouti City mayor Saïd Daoud Mohamed inaugurated the extension of the Balbala commune headquarters, built as part of cooperation with Rabat. Launched after the foundation stone was laid in 2024, the project aims to improve services for users and working conditions for municipal staff, according to the city authorities.
Djibouti City mayor Saïd Daoud Mohamed inaugurated the extension of the Balbala commune headquarters on Thursday 29 October 2026, two years after its foundation stone was laid. The construction was carried out as part of a decentralised cooperation partnership with Rabat, according to Djibouti City Hall.
The new premises are intended to improve working conditions for officials and elected representatives, the reception of users, and spaces for neighbourhood councils and associations. Balbala commune president Mohamed Hassan Saïd and the chargé d’affaires of Morocco’s embassy in Djibouti, Mohamed Mdarhi, attended the ceremony, the Djiboutian Information Agency (ADI) reports.
The project had been provided for by a memorandum of understanding and a friendship and cooperation agreement signed between Djibouti City and Rabat following the 21st annual conference of the AIEIA. The foundation stone was laid in 2024 in the presence of Rabat mayor Fatiha Moudni, according to ADI.
Djibouti’s Minister of Economy and Finance, Ilyas Moussa Dawaleh, linked the project to President Ismaïl Omar Guelleh’s decentralisation policy. Mohamed Mdarhi described it as an illustration of relations between Djibouti and Morocco and expressed the hope that their cooperation would deepen, ADI reports.
