Kenya’s Commission on Revenue Allocation proposes 457.28 billion shillings for county governments in the 2027-2028 financial year, 29.28 billion more than the previous year. The increase is intended to fund universal health coverage salaries and public services, according to Citizen Digital.
Kenya’s Commission on Revenue Allocation (CRA) has proposed allocating 457.28 billion shillings to the 47 counties during the 2027-2028 financial year, 29.28 billion more than for 2026-2027. The increase is intended to fund salaries for universal health coverage personnel, increases approved by the Salaries and Remuneration Commission, collective agreements for nurses and a 3% rise in the cost of services, according to Citizen Digital.
The sum would represent 22.3% of audited national revenue, based on a projected total shareable amount of 3.25 trillion shillings, compared with a constitutional minimum of 15%. CRA chairwoman Mary Wanyonyi Chebukati said the recommendation was based on data and addressed the funding needs of devolved administrations.
The CRA also recommends capping recurrent spending by county institutions at 76.22 billion shillings. Assemblies would receive 50.367 billion shillings and executives 25.853 billion, including an additional 602 million mainly intended for village administrative structures in Bungoma County.
The proposal comes as the counties await 8.9 billion shillings to permanently integrate universal health coverage personnel. The chair of the Council of Governors and governor of Tharaka Nithi, Muthomi Njuki, says the delays have forced counties to rely on overdrafts. This financial strain was reported in the 8.9 billion shilling health funding delay.
