Kenya's Council of Governors says the National Treasury is delaying the disbursement of 8.9 billion shillings intended to integrate universal health coverage health workers into county administrations, with permanent contracts and pension schemes. Its chairperson, Muthomi Njuki, governor of Tharaka-Nithi County, said counties had to resort to bank overdrafts to fund improvements to the workers' terms, according to Citizen Digital.
Muthomi Njuki also accuses the Treasury of regularly delaying the transfer of counties' share of revenue, which, he says, is affecting development projects and public service delivery. He is calling on local administrations to strengthen continuing training, workforce planning and staff performance assessments.
The chairperson of the Council of Governors also called for decisions in the public service to be based on competence, productivity, prudent use of resources and integrity, rather than solely on the size of the workforce.
