SYMOCEL is calling on the Independent National Electoral Commission to update the 2025-2029 electoral roadmap, several activities of which are behind schedule. Its report calls notably for deadlines, the causes of delays, required resources and catch-up measures to be specified before the elections scheduled for 2028, according to Actualite.cd.

The Independent National Electoral Commission (CENI) should publish a new roadmap for the 2028 elections in the Democratic Republic of Congo, to take account of accumulated delays in implementing its 2025-2029 timetable, the Synergy of Citizen Election Observation Missions (SYMOCEL) recommends. The recommendation is contained in a report by SYMOCEL, received by Actualité.cd on Saturday 7 November 2026.

The civil society platform calls for the new roadmap to indicate, for each activity, the initial deadline, implementation status, causes of delays, required resources and catch-up measures. It also recommends that CENI regularly inform the public about progress, difficulties and risks related to the electoral timetable, according to its report.

SYMOCEL also calls on the National Assembly and Senate to strengthen budgetary oversight of electoral spending and to examine CENI reports within useful timeframes. Finally, it recommends that the Constitutional Court and the competent courts guarantee the primacy of the Constitution, legal certainty and the effectiveness of avenues of appeal, according to the same report.
