Congolese Prime Minister Anatole Collinet Makosso has ordered Transport Minister Josué Rodrigue Ngouonimba to reverse “without delay” the suspensions imposed on the management of the Autonomous Port of Pointe-Noire, as well as the appointment of an acting director-general, according to Congo-B.
Anatole Collinet Makosso has also requested a detailed report on the measures, which were taken less than 48 hours before his intervention. On 2 November, the minister suspended director-general Séraphin Bhalat and three other officials — Émile Ngandzien, Léopold Vincent Mopita and Edmond Jean de Dieu Otsoa — for “serious misconduct”. He appointed deputy director-general Serges César Bouya to serve as acting director-general, Congo-B reports.
The prime minister considers that these decisions do not comply with the rules governing appointment powers and the authority of the body empowered to suspend a senior official, according to Congo-B.
