The Malagasy government is seeking the passage of Bill No. 040/2026 on electronic communications and digital infrastructure, presented as a way to improve connectivity and attract investment. After its vote was postponed during the first parliamentary session, the bill could return to the National Assembly, reports L’Express de Madagascar.
The Malagasy government wants the National Assembly to consider Bill No. 040/2026 on electronic communications and digital infrastructure, submitted on 28 August, in order to modernise the sector and attract investment. Its consideration is expected during the current parliamentary session, according to L’Express de Madagascar.
The bill would replace the 2005 law, adopted before the development of mobile internet. The Ministry of Digital Development, Posts and Telecommunications says it wants to open the sector to competition while protecting investment, with common rules for existing operators and new entrants. However, the bill was not yet on the Assembly’s agenda at the time of the report.
The bill’s vote was postponed during the previous ordinary session. This renewed push comes as Malagasy MPs consider the 2027 budget, which notably provides for a new direction for public spending towards the country’s priorities.
