Djibouti has committed $30 million to two digital projects funded by the World Bank: $10 million for the Djibouti Digital Foundations Project and $20 million for the East Africa Regional Digital Integration Project (EARDIP). Communication Minister Mohamed Abdoulkader Moussa Helem chaired the steering committees of the two projects on Sunday, 25 October 2026, reports the Djiboutian Information Agency.
Of the 35 activities under the Djibouti Digital Foundations Project, 26 have been completed. Nearly 80% of its resources have been committed and the disbursement rate stands at 56%, according to Hawa Youssouf Kayad, coordinator of the two projects. The pilot phase improved internet access at several public institutions. The remaining activities are to be completed before the project’s scheduled closure on 30 June 2027.
EARDIP plans cross-border terrestrial links, twelve 4G mobile sites and fibre-optic loops to Dikhil, Tadjourah and Obock. Work on this infrastructure depends on the approval of commercial, environmental and social studies.
The minister called on institutions and partners to speed up implementation and follow the recommendations adopted. The projects form part of digital cooperation between Djibouti and the World Bank, which are preparing their partnership for 2028–2032.
