The Democratic Republic of the Congo’s draft 2027 budget allocates 142 billion Congolese francs to organise a national dialogue, an exceptional expenditure funded from the State’s own resources. Prime Minister Judith Suminwa described the process as a way to bring together parts of society and seek responses to crises, according to Le Potentiel.
The Democratic Republic of the Congo has earmarked 142 billion Congolese francs in its draft 2027 budget to fund the organisation of the national dialogue sought by President Félix-Antoine Tshisekedi Tshilombo. Prime Minister Judith Suminwa presented the allocation to MPs as exceptional spending financed from the State’s own resources.
The dialogue is intended to bring together the different components of Congolese society to examine the root causes of crises, strengthen national unity and seek lasting solutions. The government also intends it to serve as a forum for consolidating democracy and creating conditions conducive to sustainable development.
The 142 billion Congolese francs are part of an allocation of 7,472 billion for exceptional spending financed from the State’s own resources. This allocation is 9% lower than the 2026 forecast.
The allocation follows Félix Tshisekedi’s announcement on 24 October of the team responsible for the national dialogue, in an article about the national dialogue team. It also follows calls by CENCO, the National Episcopal Conference of the Congo, for the process to be inclusive, made on 4 October.
