Central African Constitutional Council rejects Dologuélé's appeal on his civil rights

The Central African Constitutional Council has declared itself incompetent to interpret its 14 November 2025 decision setting the final list of candidates for the 28 December 2025 presidential election. The ruling, delivered on Friday 6 November 2026 in Bangui, ends the procedure brought by Anicet-Georges Dologuélé, who sought recognition that his civil rights continue, according to Radio Lengo Songo.

The Central African Constitutional Council has declared itself incompetent to interpret its 14 November 2025 decision setting the final list of candidates for the 28 December 2025 presidential election. The high court, sitting in public session on Friday 6 November 2026 in the courtroom of the Court of Audit in Bangui, delivered the ruling on the application of Anicet-Georges Dologuélé, a former presidential candidate, Radio Lengo Songo reports.

The former candidate asked the Council to recognise, by way of interpretation, that this decision attested to the continuity of his civil and political rights as a Central African citizen. The high court relies on article 147 of the Constitution of 30 August 2023, which provides that its decisions are not subject to any appeal and are binding on the public authorities, administrative, military and judicial authorities and all natural and legal persons. It specifies that a rectification procedure remains possible in the event of a purely material error, a scenario it considers does not correspond to the situation submitted to its examination.

This decision ends the interpretation procedure brought by Anicet-Georges Dologuélé concerning the 14 November 2025 decision.
