The Cape Verdean government wants to intensify neighbourhood redevelopment through PROURB, a programme designed to improve public spaces and access. It is also preparing revisions to laws on spatial planning, the status of cities and municipal master plans, Minister Carlos Tavares announced in Praia, according to Expresso das Ilhas.

The Cape Verdean government will strengthen the redevelopment of neighbourhoods and public spaces through PROURB, a programme intended to support municipalities. Infrastructure, Housing and Spatial Planning Minister Carlos Tavares announced this on Friday in Praia at the opening of the 2026 National Forum on Cities and Urban Planning, according to Expresso das Ilhas.

The programme is also intended to improve access and create more functional, safe and inclusive urban spaces. The government is simultaneously preparing a Code on Sustainable Construction and Urbanisation and revising laws on spatial planning, the status of cities and municipal master plans, Carlos Tavares said.

The minister called for disparities between cities and rural areas to be reduced, saying they were increasing pressure on urban centres. He also identified risk prevention, stormwater management, protection of vulnerable areas and adaptation to climate change as priorities for urban planning, according to Expresso das Ilhas.

The announcement complements projects already presented for Praia’s infrastructure, including the funding of 550,000 contos for road renovation on 21 October in Praia.
