Alex Glover-Quartey, a former head of Ghana’s civil service, says senior officials should be better paid and proposes a monthly salary of about $2,500. He says it is difficult to demand high integrity from officials managing more than $1 million while paying them low salaries, according to MyJoyOnline.
Former head of Ghana’s civil service Alex Glover-Quartey says Chief Directors of ministries should earn about $2,500 a month. He defended the proposal in an interview with Kafui Dey, reported by MyJoyOnline.
Glover-Quartey said he had tried to persuade representatives of the World Bank and the United Kingdom to support this level of remuneration when he headed the civil service. He compared the amount with the roughly $400 then paid to an official responsible for managing more than $1 million in public funds.
According to the former official, insufficient remuneration can increase the risks of embezzlement and abuse of office. He advocates a salary system that would provide greater financial security for senior officials in return for requirements of professionalism, discipline and sound management of public resources.
