The concentration renews questions about beneficial ownership, competition and the companies’ ability to perform, under the local content law, according to an analysis by Luís Nhachote published by Carta de Moçambique.
Three Mozambican companies obtained nine public contracts in 2026 worth more than 1.041 billion meticais, according to a preliminary review of records from the Functional Unit for Procurement Supervision (UFSA), the body that monitors public procurement procedures. SUGEC Group, Limitada, is linked to contracts worth more than 582 million meticais, Tritia Engenharia, Limitada, to more than 241 million, and SWMOZ-SVOSVE, Limitada, to more than 218 million, with each company appearing in three awards.
The repeated awards have raised questions about the companies’ ownership, their beneficial owners, competition among bidders and their ability to execute the contracts, Carta de Moçambique reports. This does not in itself constitute an offence: a company may win several tenders if it offers the best technical, financial and commercial guarantees.
The debate also concerns the implementation of Law No. 9/2026 of 3 June, which regulates local content in the oil and natural gas industry. The law seeks to increase the participation of Mozambican companies and citizens through the procurement of goods and services, local employment, technology transfer and the development of national suppliers.
