Since becoming president in 2000, Paul Kagame has made Rwanda’s independence from foreign aid a central ambition. The article traces the policies and transformations pursued since the 1994 genocide, according to an analysis published by KT Press.
Rwandan President Paul Kagame has for several years advocated reducing Rwanda’s dependence on foreign aid, as the country relied heavily on international assistance after the 1994 genocide against the Tutsi. He notably set out this objective in an interview with CNN in 2009.
Kagame summarised this approach by saying that aid should enable recipients gradually to do without it. Since he took office in 2000, his government has placed the reconstruction of institutions, the economy and the social fabric at the heart of this self-reliance strategy.
