Paul Kagame spoke with nearly 10,000 Rwandan young people about internet prices, public services, clothing and the remuneration of social media creators. Rwanda’s minister for technology and innovation explained that some providers had raised their tariffs with the shift to faster internet, during the 21 October 2026 meeting.
Rwandan President Paul Kagame spoke with nearly 10,000 young people from several regions of the country about the cost of the internet, the quality of public services and the monetisation of social media, reports Rwandan outlet Imvahonshya. The meeting was held on 21 October as part of the “Youth Meet The President” programme.
Asked about the rise in tariffs, Rwanda’s Minister of Innovation and Information Technology, Paula Ingabire, attributed it to the transition to faster and more expensive internet. Paul Kagame asked the ministry to strengthen the country’s capacity to keep pace with technological developments.
Paula Ingabire explained that content monetisation remains notably linked to decisions by Google, TikTok and Meta, which determine the eligible countries. She cited the need for sufficient demand from advertisers, suitable payment mechanisms and a large number of users. Discussions are under way with PayPal and Stripe to facilitate payments when Rwanda becomes eligible, according to the minister.
