Ugandan President Yoweri Kaguta Museveni has appointed Edward Sengonzi Damulira to replace Adolf Mwesige as Clerk to Parliament. The change comes as part of a wider reshuffle of permanent secretaries, after anti-corruption investigations into the parliamentary administration, according to The Independent UG.
Ugandan President Yoweri Kaguta Museveni on Sunday nominated Edward Sengonzi Damulira to succeed Adolf Mwesige as Clerk to Parliament, as part of a wider reshuffle of permanent secretaries announced under Article 174(2) of the 1995 Constitution. Damulira's appointment must still be reviewed by the Public Service Commission, which is to assess the candidates' suitability and advise the president.
Adolf Mwesige, a former defence and local government minister, had held the post since August 2021 after succeeding Jane Kibirige. His departure comes after several investigations into parliamentary administration, including an inquiry into an alleged 27 billion shilling corruption scheme involving parliamentary corporate social responsibility and donation funds. Mwesige was not charged in the case.
Edward Sengonzi Damulira is an economist with a doctorate in economics. He has served as under-secretary and accounting officer at the Ministry of Finance, after working at the president's office and the Ministry of Health, according to The Independent.
State House investigators and auditors raided and sealed the offices of former parliamentary speaker Anita Among and Mwesige in May 2026 as part of an investigation into alleged corruption. Mwesige was also implicated in 2024 by the High Court over the controversial payment of 1.7 billion shillings to four backbench parliamentary commissioners. Judge Douglas Singiza ordered the secretary to the Treasury to initiate disciplinary proceedings against him.
