The Democratic Republic of the Congo’s Foreign Minister, Thérèse Kayikwamba Wagner, reaffirmed Kinshasa’s commitment to the Washington and Doha peace processes and to African Union initiatives. In an interview with Deutsche Welle, she described former president Joseph Kabila as a “spoiler” and rejected the idea of a major strategic shift in Congolese policy.
The head of Congolese diplomacy said the authorities’ priority remained the practical implementation of ceasefires in the eastern provinces of the DR Congo, which have been marked by persistent violence. In her view, the actors fuelling instability in the region continue to pursue the same approach despite the proliferation of negotiating frameworks.
During a visit to Kinshasa after a tour of Rwanda and Burundi, German Deputy Foreign Minister Serap Güler called for better coordination of diplomatic initiatives. Berlin also reaffirmed its support for the DR Congo’s sovereignty and territorial integrity, while calling for Rwanda’s security concerns to be examined.
This position follows the organisation of Joseph Kabila’s political movement, discussed in analyses of his support for AFC/M23 on 16 October, and calls to counter Kabila’s initiatives on 17 October.
