Heydt highlights 11 votes for US Sahara proposalJdforrester · CC BY 4.0

Franco-Swiss political scientist Jean Marie Heydt says 11 Security Council members backed a text presenting autonomy under Moroccan sovereignty as the basis for negotiations on the Sahara. The US draft was not adopted because of Russia’s veto, he told MAP after the 30 October vote.

The US draft resolution on the Sahara was not adopted on Friday 30 October by the UN Security Council, despite receiving 11 votes in favour. Russia vetoed it, while the text made Morocco’s initiative for autonomy under Moroccan sovereignty the sole basis for negotiations, Franco-Swiss political scientist Jean Marie Heydt told MAP.

Jean Marie Heydt, a law professor and geopolitics specialist, believes that the Russian veto does not call into question the support expressed by the Council’s 11 members or the place of the Moroccan initiative in international discussions. He also highlighted the diplomatic developments since the adoption of Resolution 2797 in 2025.

The vote followed the Russian veto of the US resolution on the Sahara, on 30 October, after the publication on 29 October of a draft resolution reintroducing self-determination.
