France’s National Assembly rejected the revenue section of the 2027 state budget bill by 458 votes, leading to the rejection of the entire text. The bill is due to be examined by the Senate from 20 November, before possible further readings, according to information reported by Seneweb.
The French National Assembly unanimously rejected the first part of the 2027 finance bill, concerning revenues, on 4 November. All 458 MPs present voted against it, leading to the rejection of the entire bill, according to Seneweb.
Amendments adopted by MPs would have raised the expected public deficit from 5% to 5.9% of gross domestic product, while the government had initially targeted 5%, according to Seneweb. The budget bill will be examined by the Senate in its initial version from 20 November.
Compromises and further readings are expected in December. The government could then invoke Article 49.3 of the Constitution, which allows a bill to be adopted without a vote unless a motion of no confidence is passed, or use a budget ordinance, according to Seneweb.
The rejection follows several budget votes in Africa, including that of the Senegalese Assembly on the 2026 supplementary budget, on 3 November. Zambia approved its 2027 budget proposal on 4 November.
