The government of DR Congo has shortlisted 1,795 of 8,522 applications for 47 public executive positions in five companies, including the national electricity and water companies. The first stage, announced on 27 October 2026, checks applications and also covers the national rail, air transport and transport companies, according to the Ministry of State Portfolio.

The government of the Democratic Republic of Congo has shortlisted 1,795 applications out of 8,522 to fill 47 public executive positions in five national companies, representing 21% of applications submitted. The results of this first phase were published on Tuesday 27 October 2026, according to the Ministry of State Portfolio.

The selection concerns the National Electricity Company (SNEL), the Water Distribution Authority (REGIDESO), the National Railway Company of Congo (SNCC), the Air Routes Authority (RVA) and the National Transport Office (ONATRA). The admissibility review, conducted by an international consultancy under the supervision of the Public Executive Recruitment Committee (CRMP), rejected 6,727 applications. Competition fell from an average of 181 applications per position to 38 after this stage.

This shortlisting checks whether applications comply with the established criteria, but does not yet constitute the final assessment of candidates’ ability to run these companies. Of the initial applications, 1,101 were submitted by women and 795 by people living abroad, according to the Ministry of State Portfolio.

The open procedure forms part of governance reforms supported by the World Bank. In 2023, the institution had cited the selection of executives for public water and electricity companies among measures intended to improve their management, before recommending professional boards of directors subject to accountability mechanisms in June 2026.
