Burkina Faso’s Prime Minister Rimtalba Jean Emmanuel Ouédraogo called on Thursday 29 October 2026 in Moscow for the Russia-Africa partnership to be translated into concrete action, including technology transfer and youth training. He was speaking on behalf of President Ibrahim Traoré at the high-level panel of the third Russia-Africa Summit, according to Netafrique.
Ouagadougou is calling for cooperation based on reciprocity and mutual respect, as well as greater access for Burkinabè and African students to Russian universities and institutes in strategic sectors. The skills acquired should contribute to autonomous economic development, according to the Burkinabè outlet.
The speech also reaffirmed the commitment of the Alliance of Sahel States (AES) countries—Burkina Faso, Mali and Niger—to sovereignty and the recovery of territory. Mr Ouédraogo called for reform of global governance so that Africa is no longer viewed simply as a reservoir of raw materials or a theatre for geopolitical rivalry, Netafrique reports.
Burkina Faso’s call comes as Russian President Vladimir Putin proposed an autonomy-based partnership with Africa on 29 October in his address to the summit. It also comes amid discussions about the continent’s place in global institutions, following support for permanent African representation on the Security Council.
