Syria and Saudi Arabia signed six concessional loan agreements totalling more than $403 million on Wednesday 4 November 2026 in Riyadh. The agreements were concluded between Syria’s Ministry of Finance and the Saudi Fund for Development, according to Bénin Web TV.

The funding is intended to support the restoration of war-damaged infrastructure and the modernisation of public services. It includes $105 million to rehabilitate 12 civil defence centres and build 13 others, $100 million for hospitals and health centres, and $90 million for the Aleppo thermal power plant.

A $60 million loan will finance the initial renovation of 10,000 homes, while $30 million will be used to install around 300,000 smart water meters in Damascus and the Idlib region. Syria’s Ministry of Finance will also receive $18.6 million for its digital transformation.

Syrian President Ahmed al-Charaa and Saudi Crown Prince Mohammed ben Salmane also oversaw the signing of a cooperation agreement between their defence ministries. The two countries concluded other agreements in industry, agriculture and the environment, as well as a $10.6 million contract concerning Syria’s participation in the Riyadh World Expo in 2030, according to the Syrian official press.
