The defence ministers of France, Germany, Italy, Poland and the United Kingdom described Russia as the “most serious and most enduring threat” to Euro-Atlantic security and stability. Meeting in Paris on 26 October 2026, the five European countries adopted a joint declaration calling for stronger NATO collective defence and continued support for Ukraine, according to the declaration.
The members of the E5 group want Europeans to take greater responsibility for their own security while maintaining the transatlantic partnership and the United States’ commitment to NATO. The 27 European Union member states spent 418 billion euros on defence in 2025, 20% more than in 2024, and their spending is estimated at 454 billion euros for 2026, according to the European Defence Agency.
The five ministers also reaffirmed their political, military and financial support for Ukraine. They believe Kyiv’s ability to defend itself now and in the future is essential to European security, and support a lasting peace backed by strong security guarantees. They also want to continue their efforts against the activities of Russia’s shadow fleet, in accordance with international law.
The meeting comes after Putin’s call to focus talks on European security on 23 October, followed by Russia’s demand for NATO forces in Europe to return to their 1997 levels, published on 27 October.
