Angola has adopted an operational manual for preparing and implementing public-private partnership projects to standardise procedures and strengthen legal certainty. Secretary of State for Public Investment Ivan Marques dos Santos said the reform, launched in 2017, should facilitate financing for infrastructure and public services.
Angola now has a manual to guide the preparation and implementation of public-private partnership projects, with the aim of standardising procedures and strengthening legal certainty. The document is also intended to make it easier for private companies to help finance infrastructure and public services, Secretary of State for Public Investment Ivan Marques dos Santos said when it was presented in Luanda, according to Jornal F8.
The manual includes guidance for pre-feasibility and feasibility studies, as well as for assessing projects’ financial viability. These analyses should help public institutions examine costs, risks and expected returns before approving investments, while giving banks information to decide whether to grant loans, Ivan Marques dos Santos explained.
The Angolan government has been reforming the public-private partnership framework since 2017, updating legislation and adopting specific rules. The secretary of state said the new manual fills the gap left by the absence of an operational tool and was developed with reference to international practices, with support from the World Bank.
