Sierra Leone calls for better-funded emergency fund before disasters
By the AFREEQUE newsroom, based on Sierraloaded

Sierra Leone is advocating for a sufficiently funded contingency fund to rapidly finance relief after floods, fires or landslides. In Addis Ababa, its national disaster management agency is also presenting a strategy involving pre-arranged cash transfers and risk coverage mechanisms, according to Sierraloaded.
Morie Bassie Karteh, director of finance at Sierra Leone’s National Disaster Management Agency, called for a sufficiently funded emergency fund linked to mechanisms for rapidly activated assistance. He was speaking at a two-day round table on disaster risk financing organised in Addis Ababa, according to Sierraloaded.
Morie Bassie Karteh called for a shift from a reactive response to anticipatory action to quickly assist vulnerable populations affected by floods, fires and landslides. Joseph Fatorma, senior director of the budget risk division at Sierra Leone’s Ministry of Finance, highlighted the burden of unforeseen disaster-related expenditure.
Joseph Fatorma also presented Sierra Leone’s work to develop a risk financing strategy. The plan includes contingency funding, pre-arranged cash transfers and sovereign risk transfer mechanisms. The round table is co-organised by the African Union Commission, the British government and the Centre for Disaster Protection.
