Kenyan courts order former Homa Bay County Assembly clerk Bob Kephas Otieno and two accomplices to repay 12,571,166.50 shillings in public funds. The money was paid to people outside the administration between 2015 and 2017, according to Kenya’s Ethics and Anti-Corruption Commission.
Kenya’s Ethics and Anti-Corruption Commission (EACC) obtained the return of 12,571,166.50 Kenyan shillings paid illegally to two people who were not employed by the Homa Bay County Assembly. The decision concerns the assembly’s former clerk, Bob Kephas Otieno, as well as Lillian Achieng and David Obonyo, according to Tuko.
Judge Benjamin Musyoki ordered repayment after establishing that the payments, made between 24 December 2015 and 22 December 2017 from the assembly’s salary suspense account, had been disguised as remuneration. The judgment was issued on 16 October 2026 and announced by the EACC on Thursday 22 October.
Investigators found that the sums were transferred to a joint bank account held by Lillian Achieng and David Obonyo, on irregular dates and in varying amounts. Achieng was then working as a teacher for the Teachers Service Commission, while Obonyo was the business development officer at Equity Bank’s Homa Bay branch, according to the EACC, cited by Tuko.
