The Society for Teaching, Training and Education (EFE) refuses to hand over the keys to a public building assigned to the ISCJS, despite the Cape Verdean government’s request for its return. Its president, Simão Monteiro, says the organisation was not heard and the announced assessment has not taken place, Inforpress reports.
The Society for Teaching, Training and Education (EFE) will not hand over the keys to the Cape Verdean state for now to the building intended to house the Higher Institute of Legal and Social Sciences (ISCJS), its president, Simão Monteiro, said on Tuesday. He believes there is no legal reason to revoke the transfer and is waiting for the government to hear the institution’s case.
On 16 October, EFE received a request from the Directorate-General of State Property and Public Procurement giving it five working days to hand over the keys, following the government’s suspension of the final transfer of the building. Monteiro said EFE would reply in writing and noted that the assessment promised by the government had not yet taken place. He also said the institution had not been heard and was considering legal action.
The suspension, published on 12 October, concerns the transfer of a 3,498.9-square-metre public building in Achada de Santo António, Praia. EFE signed an agreement on 27 February granting it temporary possession of the building and undertook exterior works as well as security expenditure. Monteiro puts the planned investment at at least 25 million escudos, in addition to the scholarship fund set out in the transfer order.
The dispute follows the ISCJS’s challenge to the suspension of the building’s transfer, reported on 19 October in Praia.
