Guinean President Mamadi Doumbouya has created the National Support Service for Communal Guards (SNAG), tasked with supporting local authorities in setting up and running communal guards. The decree setting out its responsibilities, organisation and operations was broadcast on national television on Friday, 23 October 2026, Guinéenews reports.
Placed under the supervision of the Ministry of Territorial Administration and Decentralisation, the SNAG will have a hierarchical status equivalent to that of a central government department. It will draw up the national strategy for implementing communal guards, examine requests to establish these units and help draft the texts governing their operations.
The service will also support municipalities in drafting policing regulations, recruiting and training communal guards, and defining their career plans. It will take part in preventing and managing community conflicts, supporting local peace initiatives and setting up early-warning systems, according to the provisions of the decree reported by Guinéenews.
The SNAG will be headed by a director appointed by decree on the proposal of the Minister of Territorial Administration and Decentralisation. It will also organise meetings on issues related to communal guards and help monitor the application of the rules governing the corps, Guinéenews says.
