Cape Verdean insurer Garantia – Companhia de Seguros de Cabo Verde is warning of a worrying rise in serious road accidents involving rental and passenger-transport vehicles. The vehicles are frequently used with more passengers than their capacity and without seat belts, the insurer said in an explanatory note.
