Cape Verde’s Inspectorate-General of Construction and Real Estate is preparing inspections with sanctions in the building sector from 2027. On Sal, a five-and-a-half-day mission is currently raising awareness among professionals about requirements for identifying construction sites, licensing and regularisation, inspector Jordão Borges told Expresso das Ilhas.
The Cape Verde Inspectorate-General of Construction and Real Estate (IGCI) will begin imposing sanctions on construction-sector operators in January 2027, its inspector Jordão Borges announced, according to Expresso das Ilhas. Fines could reach 250,000 Cape Verdean escudos for certain offences, including failing to display an identification sign at a construction site.
The IGCI is currently running an awareness campaign on the island of Sal, lasting five and a half days, to encourage operators to comply with construction and real estate regulations. The most frequent offences identified are the absence of construction-site signs and a lack of qualified companies on site.
From 2027, offences could result in fines ranging from 20,000 to 250,000 escudos. In the most serious cases, including failure to comply with licence categories, the inspectorate may also order work to stop.
The Sal mission also included a meeting with the municipality on Tuesday. Jordão Borges said an agreement had been reached to organise joint inspections and harmonise procedures for issuing permits and inspecting construction sites, with particular attention to hygiene and workplace safety.
The announcement comes after the submission on 1 October of the Cape Verdean government's 2027 draft budget.
