Former parliamentarian Doudou Wade recalls that adoption of the 2026 supplementary finance bill must follow constitutional rules, notably the role of the National Assembly and its Finance Committee. He spoke after Ousmane Sonko announced that PASTEF would not vote for the bill in its current form, reports Seneweb.
Doudou Wade called for parliamentary procedures to be respected in the examination of Senegal’s 2026 supplementary finance bill (LFR). The former parliamentary official recalled the role of the National Assembly and its Finance Committee, according to Seneweb.
Wade notably cited Article 86, paragraph 6, of Senegal’s Constitution: after deliberation by the Council of Ministers, the Prime Minister may commit the government’s responsibility on a finance bill. The text is then considered adopted unless a motion of no confidence submitted within 24 hours is passed under the constitutional conditions. Wade also recommends an article-by-article examination and discussions with the Finance Minister, who is responsible for defending the government’s budget choices.
The intervention follows the announcement on 19 October by Ousmane Sonko, president of the PASTEF party, that his MPs would not vote for the LFR in its current form. The debate notably concerns cuts to subsidies for petroleum products and reductions in some social and investment appropriations. The possible blocking of the supplementary budget by Sonko had already been raised on 27 September.
